MySQL connection, like others but only occasionally

Hi All,

I'm havin a problem similar to what others are having with mySQL connction
errors ( DB Error: Connect Failed) , but the problem is, that sometimes it
works... then sometimes i get this error. VERY frustrating, as im not sure
how to remedy this.

Any suggestions as to why it will connect one moment, then not the next, but
then a simple refresh will fix the issue, only to have it happen a few
clicks later!

Also,. funnily, when i try to log in with phpmyadmin, then i get the error
(again occasionally) : #1203 - User roundcube has already more than
'max_user_connections' active connections

Environment:
Linux
Apache 1.3.34
PHP v4.4.1
MySQL 3.23.49 (Client API)  server version *4.0.24
