I have seen a very similar (if not identical) problem before, and thought I'd mention it to you, in case it can help shed some light on your issue.
One of the database tables (session, perhaps?) had the wrong charset collation (I think 7-bit/signed 8-bit ASCII) and did not support international characters. Changing the table charset (to utf-8) solved that problem.

Maybe we should add a check like that to the installer. So people can always see if all data and current configs are using optimal settings.
