No, I don't think that anybody is working on one of these topics. If you like to dig into the code, you're welcome to add these features and post the patches here.
Unfortunately I didn't have the time to write some specs for development. You really have to take a look at the code but at least I tried to add many comments to the functions. For specific help please contact me.
For the signature, there's already a database field prepared within the contacts table. I'm not sure what you have in mind for the ".sig file" but a simple text signature would be good to start with. Please discuss additional features (like attaching a VCard as signature) here at the list.
