As Lotus Web Access is too complex for me, I tried to check the html functions of the "li" tag used is RC. If you change the bg color when the mouse is on a folder and putting back the original color when the mouse is out, it works even when drag and dropping.
Here is a very little code to prove that. You will have to rewrite it to make it work well in RC because as of now it is OK but it erase the icons in the folder list :

I just added

I don't think that it's necessary to have such a drop-down menu when we
have drag & drop functionality.
