I think it is a great idea, but perhaps dhtml would work well here as a mouseover menu over the reply button - the button bar is already getting a bit crowded, and "reaply-all" is a subset of "reply" - there are others as well, although hardly core functionality: "reply without attachments", "reply without history"...
(we use lotus notes at work, so perhaps that shows through in the feature list)
