Courier-IMAP / Courier-IMAP-SSL is probably one of the fore-runners in the marketplace.
As for hardware and 11,000 users - Whatever you can squeeze out of the boss should cover it. It really depends on mailbox size, amount of mails per second and the amount of users connected at any given point.
