These users probably use reply-all instead of reply (read: reply to sender). It is up to the client application that is used to determine whether 'reply-all' includes only the address set in the Reply-To header for an email, or whether to include the address in the From header.
It is a user option to suppress duplicate delivery, which is enabled for new subscribers by default.
You, for example, should not receive this message twice. The list delivery should be suppressed, while the direct answer (by manually putting you in CC:) should arrive.
