It'd be awesome if this new plugin can indeed force a set of mandatory plugins (so none of what is considered the 'core' plugins can be disabled by the user) as some of them have to do with authentication and authorization ;-)
Yes, I've considered this. Each plugin config has a 'protected' key which can't be overwritten by user. There is also a config option to load plugins only for specific (Email-)Domains (per user level) or specific hosts (global level).
