It is set to true. Once I get it working, I can set it to false so I don't have just anyone logging in. Unfortunately, this doesn't solve my problem.

I had the same problem. It would seem from the description of that parameter that it should be set to FALSE if you only want your existing mail users to use the system.
I too was unable to login like you so I set it to TRUE.

Possible issues... -I have a self-signed cert for my IMAP SSL -I am not surprised that the non-SSL doesn't work, as I have disabled it, see "LOGINDISABLED" below.
More info... -When I telnet to my IMAP port, this is what is reported:
