As far as I know, Alec discontinued to work on the enigma plugin for two reasons. First, he has other preferences for the development of roundcube at the moment, an not enough resources to develop this heavy new feature plugin alone. Second, he stumpled about incompability bugs with gnupg2 in Crypt_GPG php library [1].
imp horde seems to produce an effective solution in the encryption and decryption smime pgp. imp uses two files for it.

would not it be possible to continue the creation of the plugin enigma and what are the problems that exists in the plugin enigma I have time to code in php
It should be quite possible to make the enigma plugin work with gnupg1.4. Alec already did most of the basic work. I'm not sure about the current state of the plugin, but I'm sure that Alec and Thomas will accept well crafted patches for it.
I suggest, that you read the development documentation at the roundcube wiki [2] and take a look at the encryption plugin wiki page [3]. After that, just digg into the code and go ahead ;-)

Yes, and I suggest to focus on full gnupg 1.4 support before adding more encryption systems.
but the first reaction was that this is after the click on the third tab is a mistake in the launch to connect what happens of plugin fails
If you really want to start to enhance the enigma plugin, then you'll have to read and understand the current code at least.
