That's correct. Setting the timezone you're currently in does not regard the DST and therefore you can set it additionally. There was a discussion to read the clients local timezone settings using javascript and submit it on login. This would then overwrite your prefs for the current session. I think this would be a nice feature, probably the user should be able to enable/disable it in the prefs.
