It should be enough if you edited correct php.ini. Please create file called 'phpinfo.php' in your roundcube dir and put into it:

<?php phpinfo(); ?>

Open your browser, visit the URL http://yourroundcube/phpinfo.php and scroll down to section "date". If Default timezone is set to 'America/Chicago' it is working.
