Fixed it;

even under nginx, RC was reading its old apache .htaccess file where the limit was still set to 5mb. i assumed this file would now be ignored under nginx. I was under the belief that nginx doesn't even read these files.

so perhaps still just an aesthetic issue? I haven't tested yet since i thought to check there before trying otherwise. i will test...

Same as what I'm trying to set it to, 32mb. 
 
Unless it's just an aesthetic thing? The UI says 5mb but I haven't actually tried to test it. 
 
The reason I worry and haven't tested it is because under Apache, I could adjust it no sweat. And the UI reflected it always. Not now. Perhaps I need to test it with something bigger than 5mb.
