This mailing list is intended to help people who install and maintain Roundcube themselves on their servers. I agree, the term "user" is not well used for this mailing list, it should rather be something like "admins".
You will have to ask your web hosting company for help. Only they can figure out whats going on as it is them who have set up the server.
