In config/main.inc.php, change:

$rcmail_config['locale_string'] = 'en';

For French:

$rcmail_config['locale_string'] = 'fr';

For German:

$rcmail_config['locale_string'] = 'de_DE';

You might want to use:

$rcmail_config['locale_string'] = 'es';
