Which version of RC have you installed? 1.0b? If so, have you installed the two diff patches that are referenced at http://sourceforge.net/forum/forum.php?forum_id=543557 ? Also, do you have main.inc.php set to allow the creation of new users?
One other thing to look at, which database program are you using? Can you browse your sql database and see if there are any users stored in the database?
