Or second way could be that when you login first time you would need to specify indentity settings (without this you can't login or something like that). This option could be editable in roundcude config that administrator can choosee does new user need to spesify it's identity.

If this is TRUE, there is no reason why the new user is not created.
I am not sure about Vista, but in XP and 2003 it works well.
