Hmm, not sure if I got you right and what you mean with "close the search menu" - clicking on the cross on the right which says "Reset search"?
No, the popup menu where you change the scope and fields to search for.
Then I don't know which scenario you mean and I can't replicate it - whenever I open and close the search menu, it seems to behave correct (at least visually, probably not internally). Or I am still misunderstanding your procedure.
But regardless of that, the following is still true (and as I have to search for messages quite often, it's a bit of a pain currently):

Anyway:
A search across all folders for a specific string in the "From" AND the "To" header as described above does return messages with the string in the "From" header only.
A search across all folders for a specific string in the "To" header does ALSO return messages with the string in the "From" header only. So, messages with the string in the "To" header are NEVER found (but the search finds messages instead which should NOT be found).
Clicking on the cross on the right does not change the scope with regards to the headers ("From" and "To" are still ticked), it does only change the scope with regards to the folders ("Current folder" is now the active one rather than "All folders").
The above does only apply when searching across all folders. When searching in a specific folder (or the current folder plus sub-folders), the behaviour seems to be correct.
Replicable...?
Is it...?
