OK. Its sort of working now.
I saw that the upgrade removed apache2-mpm-prefork libapache2-mod-php5, and installed apache2-mpm-itk! Reinstalling apache2-mpm-prefork libapache2-mod-php5 and then upgrading libssl0.9.8 got it working again.
