Yes, this a normal behavior and has been discussed a couple of times in the list.
You may want to use imapproxy to improve this.

Here a quote of Stan Hoeppners post on September 14th 2010:

the only other thing you can do
on the RC box to possibly increase performance is install imapproxy,
which will eliminate the constant log on/off cycles of this stateless
web app.
