nowhere - that's pretty sure the vhost config of your webserver
as you can see the touch was called at /var/www/webmail12.ex.co.uk/program/lib/Roundcube/rcube_db_sqlite.php and so /var/www/webmail12.ex.co.uk is the actice vhost
that /var/sqlite/roundcube/ does not exist is a completly other problem
p.s.: the horrible quting is a result of send HTML mail to lists
