Actually, the theme and plugin API are seperate. The plugin API, i think, just provides hooks for plugins to execute their functions throughout their programs. The theme api basically consists of xml template tags inbetween xhtml, so I don't think that the plugin api will affect the themes.
Basically, make a copy of the default theme folder, and start editing the xhtml, css and images where you see fit, and release the theme :-) Thanks for helping!

That's excatly what I'm going to do... But after i'm done will they have to be built to be API plugin compliant? Or will they still work in the layout that the default theme is? I'm basically just going to replace alot of images and change the font colors around in the .CSS sheets I don't expect to be messing around with the templates at all.

As far as the themes go, I think the theme API is completed, but not documented. So if you want to look at the default theme and build a new one based on that, it's quite doable.
