Sourceforge's anonymous CVS service is flaky - it hardly ever works right, and at minumum needs a few tries to get working. Go out for coffee and try later again.
Which reminds me, what is the general idea of the dev crew against moving away from sourceforge's CVS ? I would love to follow the CVS HEAD - but SF's CVS servers are just too inconsistent - I've tried to checkout a copy at three different times last week - and failed.
I can possible offer svn+https for roundcube's repository, including anonymous svn+http access, offsite backups and a few more things on our (foo-projects.org) project servers. We're doing this for a few projects for over 3 years now and everybody is still happy. Especially to get away from SourceForge's CVS :^)
