For Azerbaijani language you must delete this files: "common.css", "editor_content.css", "mail.css", "print.css".
And you must use this new .css files. This new .css files work on all languages.

We should change files because you haven't got proper fonts in your system? Your language looks fine with and without css changes in my system (FF2/Kubuntu7.10).
