Actually the Pear::DB package is included in the RoundCube tarball. If there really are some components missing, please report it.

I had this error earlier today. Turned out that in config/db.inc.php I had misspelled the name of my database in the line $rcmail_config['db_dsnw'] = 'mysql://user:pass@localhost/roundcubemail';

I had forgotten that I called my database roundcube, not roundcubemail. Soooooo it couldn't access the DB. Took a quick spelling lesson... it now works as expected.
