I have a server running QmailToaster and Roundcube Webmail .0.9.5
I have one user who gets her apostrophies replace with '
No other users complain of this. I can't reproduce the issue. The only way she knows it's happened is when the user replies back to her. I think it's happening on the other end but before I start directing the blame else where I want to know if anyone else has seen this issue.
Thoughts?

Something somewhere is converting an apostrophe into the HTML equivalent (http://en.wikipedia.org/wiki/Apostrophe#Unicode). I saw this a long time back with one of my users and accented characters, but I can’t remember which component was the culprit, but it was fixed on my end.
To rule out your side of the email transaction, ensure that everything in your stack, for example browser, php, apache, mail transfer agent (sendmail/postfix), mail server (dovecot/courier/cyrus/qmail) and any other filters that operate on the mail content (anti-virus,spam-filter) all handle UTF (unicode) correctly, in my case that meant standardising on UTF8 throughout my stack. Even when you have done all that, you may find it is something out of your hands, like the webmail service that your customer/user recipient is using.

I found the cause of the issue but not a solution.
If I have "Check spelling before sending a message" turned on in the preferences, when the spell checker flags a word it changes the apostrophies to "'". The problem is it doesn't happen on every message. I haven't been able to find a pattern yet. I noticed it on a message that the user received from the NY Times. It was a full HTML message of an article. maybe the message had something in it that caused the behavior? Looking at the source, I can't find anything that points to the cause.

Could you confirm that all your stack is running UTF-8 properly?
As Adam said it is one of the first step to take in order to nail down the root cause of your problem.
